HP laserjet 4 plus 13 jam

I am working with a HP laserjet 4 plus getting a 13 jam at the intrace of the fuser. I have replaced the fuser and toner cartridge with no change. I also cleaned the pickup roller and checked under the transfer roller. I checked the main gear assy and it is rolling fine. Any ideas on what it could be? thanks Roger

Fuser coupling gear. Pull the fuser out and you can see it. Probably missing some teeth.

There are no instructions in the HP 4 and 4M manual concerning the fuser coupling gear. The one with which we are having difficulty is fusing the paper, but it is wadding up under the toner cartridge and not exiting the printer properly - any suggestions?
