Most of the time it is a "Maintenance request error" which means the waste ink pads need to be serviced. You can reset the waste ink counter but the ink pads will need to be serviced at some point.
To see what is involved in servicing the waste ink pads try this link http://www.epsonhelp.web1000.com/wip.html The link shows a Stylus 440 but it is close enough to your printer model.
To reset the waste ink counter you can use the SSC service utility to reset the "Protection Counter"
You can get the utility from here http://inkjetprinterhelp.us/epsonSSC.html But it only works under the Windows operating system there is no Mac software available that I am aware of at this time.

That manual may be of some help to you, in actual disassembly and servicing of those waste ink pads. your remedy is to replace the Waste Ink Pad/Pads with a new one/ones and then reset the Internal Waste Ink Pad Counter. If you just reset the counter and don't replace the pads, then your printers old pads will eventually overflow and normally start leaking ink out the bottom of your printer. You can see "Exploded Parts Diagrams" of most Epson Ink Jet Printers and can also check on possible parts ordering, by Compass Micro Inc, at http://www.compassmicro.com/parts_select.cfm . Some people actually wash the ink out of the old pads, by holding them under running cold water. Then they simply dry them out and reinstall them back into their printer. The choice on what to actually do, is yours to make. I would at least recommend getting that Waste Ink Counter reset procedure and performing it first, to make sure your printer will then work...If that SSC Service Utility does not work on your particular model of Epson Printer, or on your computers Operating System, then you can always buy and download the actual reset procedure. I uninstalled and reinstalled printer software and I still get the same error.
I'm attempting to reset the counter and if it clears the flashing light, I will then get into the waste ink pads. How will I know if it's a fatal error or a maintenance request error?

1. turn off the machine for at least 5 minutes and disconnect the interface cable to the computer 2. push and hold down the "ink" button and the "paper" button and turn the printer on. 3. When the "paper" light flashes quickly release both the buttons and then immediately press and hold down the "ink" button only for at least 10 seconds.
You will need to try this several times to get the sequence correctly.

I really like the Stylus 800 series printers. Very reliable,cheap/easy to refill.
I wish Epson still made them this way!!

In fact, the lights begin to blink differently. Then afterwards, both the ink lights stay on but the paper light and power light start flashing. Does anybody know what this means? Will cleaning the waste ink pads help in this case? If it matters, throughout all this process, my ink cartridges are not moving up and down the track. Does this mean I have a fatal error? The Paper Out LED is blinking. 2 While the Paper Out LED is blinking (for three seconds), press the Cleaning button for ten seconds. The following three red LEDs blink and turn off. I used the link that was posted by WES. It really worked for me. I just followed the step by step procedure in that page. I turned the printer off then on again without restarting the pc, and presto! the waste ink tank problem has been fixed. Unfortunately, Epson had already persuaded me to buy a new printer during a 'Live support' chat. Beware of this so called Epson support. They even had the nerve to try to sell extended guarantee insurance for a new printer. The new printer is much slower (D92) but the print quality is better. Why they just can't be honest on their support site about the reason for the all lights flashing scenario is beyond me. If they were genuinely concerned for the environment they would provide proper advice on the procedure for maintaining and re-setting the 740 rather than suggesting dumping it and buying new!

Thought I was going to be stuck with useless cartridges but the 3 step fix by "visitor" worked 1st time.
My printer must be 8 years old at least.... This fix worked 1st time.

I've tried both the SSC file, and the method of pressing the 2 buttons, then powering the printer and releasing the 2 buttons, then pressing the ink button. But the error is still there!
Can anyone help/advise?

Try downloading the SSC Utility and run the Protection Counter Reset. Read the instructions carefully and switch off the printer after the reset. Hopefully, it will come back to life.
